Are you a grassroots organization embedded in your community? Do you witness the devastating impact of Gender-Based Violence (GBV) and mental distress, often feeling powerless to offer comprehensive help? Path for Health Uganda (P4H) invites you to become a HAKI Partner—a certified first responder and amplifier of the Obade Okimanyi (“Did You Know?”) Initiative.
We have built a proven, integrated model combining free legal aid and psychosocial support. To reach every corner of Uganda, we need YOU—trusted local organizations—to bridge the final mile, translate hope into local dialect, and become the frontline of our national response.
This is more than a partnership; it is an invitation to co-create a safer, more just Uganda.
2.0 CONTEXT: OUR SUCCESS & THE SCALING CHALLENGE
The Proven Model: A Story of Impact
Since 2023, the Obade Okimanyi partnership has demonstrated unprecedented results:
Awareness at Scale: Reached over 2 million individuals with messages combating GBV stigma and promoting mental health.
Direct Service Delivery: Provided crucial psychosocial support to over 1,000,000 clients referred via ULS digital channels.
Legal System Strengthening: Trained 300+ lawyers in trauma-informed practice.
Community Launch Success: The grassroots model has ignited demand in hotspot communities, with local leaders now championing the cause.
The Critical Gap: The Challenge of Nationwide Scale
Despite this success, systemic barriers prevent nationwide reach:
The “Last Mile” Problem: Our digital platforms (USSD *284*14#, Toll-Free 0800100151) cannot overcome deep-seated distrust without a trusted local face to introduce them.
Linguistic & Cultural Barriers: Messages must be adapted, not just translated, by those who understand local context, idioms, and power dynamics.
Immediate Response Void: Victims need immediate, confidential support from a known community entity before they can engage with national-level services.
Fragmented Ecosystems: Many grassroots groups provide admirable but isolated support, lacking connection to the robust legal and psychosocial backbone we have built.
This Call for Applications seeks to solve these challenges by empowering you.
3.0 THE HAKI PARTNERSHIP FRAMEWORK
Vision
A Uganda where every survivor of GBV in every community has immediate, confidential access to integrated legal and psychosocial support through a trusted local advocate.
Goal
To establish a network of 100 certified, empowered, and sustainably engaged Grassroots HAKI Partners across all sub-regions of Uganda by 2027, deepening the reach and impact of the Obade Okimanyi Initiative.
Core Objectives
Localize & Amplify: Adapt and disseminate Obade Okimanyi messaging in local dialects and culturally appropriate formats.
Serve as First Responders: Provide immediate, safe, and confidential front-line support, triage, and referral to the national P4H/ULS system.
Strengthen Referral Ecosystems: Build seamless, two-way referral pathways between communities and national services.
Generate Community-Led Data: Document local GBV trends and challenges to inform national advocacy and program adaptation.
4.0 KEY ROLES & RESPONSIBILITIES OF HAKI PARTNERS
Based on best practices from similar regional models, selected organizations will be trained and supported to:
A. Community Mobilization & Awareness
Conduct community dialogues, “Obade Okimanyi” sessions, and local media engagements using provided toolkits.
Translate and contextualize awareness materials (posters, radio spots) into local languages.
Identify and collaborate with local influencers (religious leaders, elders, cultural leaders).
B. First Response & Client Support
Serve as the first, confidential point of contact for survivors, providing psycho-social first aid (PFA).
Safely refer clients to the national ULS/P4H platforms using provided protocols and tools.
Offer safe temporary spaces for initial client interviews and digital access support.
C. Referral Pathway Management
Maintain a log of referrals made to the national toll-free line/USSD code.
Follow up (with consent) to ensure clients accessed services and provide local accompaniment if needed.
Refer complex legal cases directly to ULS partners via designated channels.
D. Monitoring & Community Advocacy
Collect anonymized data on service gaps, common violence types, and barriers in your community.
Participate in quarterly feedback sessions with the national P4H/ULS team.
Advocate locally for by-laws or practices that protect survivors, informed by the national model.
5.0 WHAT WE OFFER: PARTNER SUPPORT PACKAGE
Selected HAKI Partners will receive:
Comprehensive Training: In psychosocial first aid, trauma-informed approaches, safe referral protocols, and data collection.
Branding & Materials: Official certification as a HAKI Partner, with branded materials and adapted IEC tools in your local dialect.
Technology & Tools: A small grant for airtime and data to facilitate referrals and reporting. Access to a simplified reporting mobile application.
Mentorship & Networking: Regular coaching, peer learning exchanges with other HAKI Partners, and an annual convening.
Performance-Based Grants: Modest core support and opportunity for activity-based sub-grants to implement community action plans.
6.0 ELIGIBILITY & SELECTION CRITERIA
We are looking for organizations that are:
Registered as a Community-Based Organization (CBO), NGO, or FBO with at least two years of operation.
Grassroots Embedded: Demonstrated trust and active presence in your target community/ district.
Mission-Aligned: Existing work in women’s rights, child protection, disability inclusion, youth empowerment, or community health.
Led by Affected Groups: Strong preference for organizations led by women, youth, or Persons with Disabilities.
Non-Discriminatory: Have a policy or demonstrated practice of serving all community members regardless of ethnicity, religion, or gender.
Basic Operational Capacity: Ability to manage small grants and provide simple narrative/financial reports.
7.0 APPLICATION PROCESS

Submit Application: Complete the form and email it with required attachments (registration certificate, leadership profiles, two reference letters) to the email above.
Review & Shortlisting: An independent panel will review applications in February 2026.
Interviews & Due Diligence: Shortlisted organizations will participate in virtual or in-person interviews.
Award Notification: Successful applicants will be notified by 31 March 2026.
